Verifications linked to the SABS Local Content Grading Scheme

The SABS Local Content Grading Scheme presents an opportunity for private corporates and natural citizens who consciously want to support locally produced products to do so from an informed perspective.




The SABS Local Content Grading Scheme will provide a source for procuring citizens to make an informed decision about which product to buy based on the level of local content achieved by each product as listed on the SABS database. 

The SABS shall maintain a database of all verified products indicating the level of local content achieved as per the predetermined grades. Manufacturers can also use the local content grades achieved to market their products to citizens who desire to support the local economy. 



To facilitate the verifications linked to the SABS Local Content Grading Scheme, the SABS has developed a declaration form and guidelines for completing this declaration form.

If a company would like to have their product certified for local content, then they would submit the completed declaration form to the SABS Local Content. Based on the submitted form, the SABS Local Content department would conduct a pre-verification review to develop the scope of work and generate a quotation. If the quote is accepted, then the Local Content department would conduct the local content verification and eventually issue the local content certificate.

For both verifications linked to government tenders and verifications linked to the Local Content Grading Scheme, the SABS will conduct an audit made up of two parts. One part will verify transactional documentation related to the purchasing or manufacturing of the Local Content claimed by a supplier. Verification of the transactional documentation to ensure local content is as per the designated requirement. 

The second part of the verification process will be an onsite technical verification of the local content purchased or manufactured. The verification will consist of at least three tiers at the final assembly level and sub-assembly level depending on the complexity of the product being produced. Should the audit successfully verify the Local Content requirement against the threshold, the SABS will issue a Local Content Verification Certificate. On-going surveillance and “spot checks” by SABS throughout the duration of the contract will ensure that the Local Content requirement is adhered to by the supplier.
